Ethics publications

The editorial board of the journal "Public Policy and Accounting", published by the State University "Zhytomyr Polytechnic", recommends that persons involved in the work on publications in a professional publication (authors, reviewers, editors) adhere to the standards developed by the Committee on Publication Ethics (COPE).

 

Ethical obligations of the journal editors

  • All manuscripts of articles submitted for publication undergo careful selection and must be submitted for review. The editorial board reserves the right to reject the article or return it to the author for revision.
  • The editor must consider all manuscripts impartially, evaluating each one regardless of racial, religious or national affiliation, as well as the place of work and position of the author (authors).
  • The editor must not provide any information about the article, the manuscript, its content and authorship to third parties.
  • After a positive decision of the editorial board, the article is published in a professional publication and placed on relevant electronic resources. Articles from the journal or excerpts from them may be posted on the Internet, but in such cases, a reference to the original source is mandatory.
  • The editor must respect the author's intellectual property.

 

Ethical obligations of authors

  • The main obligation of the author is to provide an accurate report of the research and to objectively discuss its significance.
  • Authors must comply with the requirements for publication.
  • Authors are responsible for the content of the materials and the fact of their publication. The editorial board has the right to withdraw the article if it turns out that someone's rights or generally accepted standards of scientific ethics have been violated. The author is notified of the fact of withdrawal of the article.
  • The author must cite those works that significantly influenced the essence of the work.
  • By submitting the manuscript of the article, the author confirms that the material has not been previously published and has not been sent for consideration to the editorial offices of other scientific publications and does not contain plagiarism.
  • Co-authors of the article should be those individuals who have made a significant contribution to the submitted work and share responsibility for the results obtained.
  • In an article with several authors, the author who submits the manuscript for consideration by the editorial board, communicates with the editor, and is responsible for the consent of all co-authors to publication in the journal.
  • Authors must guarantee the absence of contractual obligations or property restrictions that may affect the publication of the submitted manuscript.

 

Ethical obligations of reviewers

  • All members of the editorial board are reviewers.
  • Reviewing is carried out on the basis of confidentiality, when information about the article (time of receipt, content, topic, features of the review, comments to the author, final decision on publication, etc.) is not disclosed to anyone except the authors and reviewers.
  • Reviewers should remember that the manuscripts they receive are the intellectual property of the authors. Reviewers are not allowed to make copies of the submitted article before its publication.
  • Allegations of plagiarism require the reviewer to provide a reasoned justification for their comments, which should be accompanied by appropriate references. The reviewer must also disclose any conflicts of interest that may affect their opinion of the manuscript.
